Ms. Gouin joined the firm in 1994 after working in state government and private consulting for a number of years. She holds a Bachelor of Science degree in Civil Engineering from the University of Connecticut where she graduated magna cum laude and was named to Tau Beta Pi, Chi Epsilon, and Who’s Who of American Colleges and Universities. She continues to serve on the University of Connecticut’s School of Civil and Environmental Engineering Advisory Board, assisting in setting curriculum for today’s civil engineering students. She is also a standing member of the University’s Environmental Policy Advisory Council.
As a Managing Director of the firm, Ms. Gouin oversees the technical operations of the firm’s Environmental Engineering and Science Division, including projects involving river restoration, floodplain analysis and mitigation, watershed management, water supply planning and new source development, coastal engineering, hazard mitigation planning, environmental permitting, wetland assessment and mitigation, NEPA environmental impact assessment, and environmental remediation. She also oversees the firm’s Administration and Human Resources staff.
